Skill-integrated industrial development is getting new momentum in Chhattisgarh – Chief Minister Vishnu Dev Sai

Raipur : Taking an important initiative towards strongly linking industrial development with future-oriented skill development, Chhattisgarh Skill Tech was organized by the Skill Development Department and Commerce and Industry Department of the Government of Chhattisgarh on 23 December 2025. This industry-focused investment program was organized with the aim of encouraging private sector participation in skill development under the Pradhan Mantri Setu Yojana (PM SETU).

GAIL’s Rs 10,500 crore project becomes major attraction

During the event, Memorandum of Understanding (MoUs) on various investment proposals were signed and investment invitation letters were issued. Overall, proposed investments worth more than Rs 13,690 crore have come forward, which are likely to create more than 12,000 employment opportunities in the state. These investments will strengthen skill-based employment in various sectors.

GAIL’s project becomes the pivot of skill-based industrial development

Among the investment commitments, GAIL’s proposed gas-based fertilizer plant emerged as a major and one of the largest industrial proposals for the state.

With a first phase investment of approximately Rs 10,500 crore and a urea production capacity of 1.27 million metric tonnes per annum (MMTPA), this project will strongly place Chhattisgarh on the downstream petrochemical and fertilizer map of the country.

This proposed project is planned along GAIL’s Mumbai-Nagpur-Jharsuguda Natural Gas Pipeline (MNJPL), based on favorable techno-economic feasibility. The project is proposed on over 400 acres of land in the Bijetala area of ​​Rajnandgaon district, while an additional 100 acres of land has been reserved for a dedicated township. The project also has a provision for capacity expansion in future as per the demand and availability of infrastructure.

About 3,500 direct employment opportunities are likely to be created after the project becomes operational. This will also generate continuous demand for skilled human resources in operations, technical services, logistics, maintenance and allied areas, which will further strengthen the state’s vision of skill-integrated industrialization.

On this occasion, Chief Minister Shri Vishnu Dev Sai said, “Chhattisgarh’s development model is based on linking investment, employment and skills. Through platforms like Chhattisgarh Skill Tech, we are converting the confidence of investors into results at the ground level, so that skilled employment opportunities are created in the state. Clear policies and effective implementation capacity are our strength behind this.”

Skill ecosystem strengthened by investment interest in diverse sectors

Apart from GAIL, Chhattisgarh Skill Tech also saw strong interest from investors in apparel and textiles, pharmaceuticals, electronics manufacturing, solar panel manufacturing and other emerging (sunrise) sectors. All these sectors are in line with the skill development priorities and employment generation goals of the state.

During the event, Aditya Birla Skill Center set up in Jashpur was also highlighted as an important industry-led skilling initiative, which aims to strengthen workforce capabilities and enhance livelihood opportunities in traditional and emerging sectors.
Chhattisgarh Skill Tech has proven to be a platform to further advance the investment momentum already underway in the state.

It is noteworthy that in the last one year, Chhattisgarh has received investment proposals worth Rs 7.83 lakh crore through more than 200 projects, out of which about 50 percent of the projects have entered the implementation stage.

It is noteworthy that 58 percent of the projects under implementation relate to the priority (thrust) sectors identified by the State. These investments are spread across 26 districts of the state, reflecting the special focus of the Chhattisgarh government on regional balance and industrial diversification.

The event reaffirms the emerging identity of Chhattisgarh, where industrial investment, skill development and inclusive growth move in parallel with each other, so that economic progress translates into long-term and meaningful livelihood opportunities for the youth of the state.
