Bhopal, In many other cities including Indore, marriage gardens are being operated without building permission. Kitchens have been made in the basements of hotels, stores and other business activities are being run in the parking space. The Municipal Corporation is not taking any special interest in stopping these activities. This has been disclosed in the CAG report.
No action taken against illegal colonies
According to the report, colonies are being cut in the planning areas of many metros including Bhopal without permission. The civic bodies did not take any effective steps to stop them. As a result, a network of illegal colonies is being formed around the cities. Revenue Department officials gave complaints to the Municipal Corporation about the cutting of 126 colonies in 16 villages including Khajurikalan, Bhainsakhedi of Bhopal, but the Municipal Corporation did not take any action.
Ignoring the rules of rivers and streams
It has been said in the CAG report that it is mandatory to carry out construction leaving a distance of 9 to 15 meters from the banks of rivers and drains. CAG investigated 185 cases and found that colonizers, builders and developers did not follow this rule. Due to this, during the rains, water has started reaching the houses in the cities and a flood like situation is being created. At many places the drains were covered with concrete by laying pipelines and they were put to other uses.
Serious negligence revealed through examples
Sagar Public School in Bhopal did not leave the prescribed distance for natural flow of water. There the drain was found covered with concrete and the natural water flow was also altered. M/s Graphics Buildcon Pvt. Ltd. in Indore. Developed the colony within the drain limits. Ortho Hospital of Ujjain also constructed a building on the banks of the drain. The kitchen was found operating in the basement of Rajhans Hotel in Bhopal. There is no parking arrangement there nor has any ramp been constructed. Only stairs have been made to reach the basement. Balaji Hospital in Ujjain constructed a basement in an area of 58.56 square meters despite there being no provision for a basement. At the same time, in Chopra Chest Hospital, a basement was built without permission, which is being used for operating X-ray equipment.

As per rules the basement is used for parking or light utility purposes. In return the builder is given the benefit of floor area. But the CAG report prepared on the spot found that at many places, kitchens, commercial activities, blood banks and offices were being run in the basement. Apart from this, vacant spaces were also found to be used for commercial and construction purposes.
