On Monday (February 2), during the discussion on the motion of thanks on the address of President Draupadi Murmu, there was an uproar in the House when Leader of Opposition in the Lok Sabha Rahul Gandhi mentioned some excerpts from the draft of a memoir of former Army Chief General Manod Mukund Naravane. The ruling party strongly opposed this. Defense Minister Rajnath Singh and Home Minister Amit Shah also opposed the mention of Naravane’s memoir. After this, there was a heated argument and uproar between the members of the ruling party and the Congress in the House. As the deadlock continued in the House, Lok Sabha Speaker Om Birla adjourned the House at 2:09 pm till 3 pm. When the proceedings started again, Rahul Gandhi again started talking about General Naravane. After this there was uproar again in the house. In view of this, Speaker Birla adjourned the proceedings of the House till 4 pm. Lok Sabha Speaker Om Birla, citing Rule No. 349 of the Lok Sabha, appealed to the Congress leader several times that he cannot quote a book or any magazine in the House, however, Rahul Gandhi, citing the former Army Chief, tried to raise the topic of India’s military tension with China and claimed that the former Army Chief had also told about the character of Prime Minister Narendra Modi and Defense Minister Rajnath Singh. During this, Rajnath Singh accused Rahul Gandhi of trying to mislead the House. Prime Minister Modi was also present during the deadlock in the Lok Sabha. What is Rule 349 of Lok Sabha?
Rule 349 of the Rulebook of the Lok Sabha deals with the conduct and decorum of the members inside the House. This rule prescribes the etiquette that every MP must follow during the proceedings of the House. This rule says that members cannot raise slogans or hold any kind of demonstration in the House. Sub-section one of this rule states that no member can read any newspaper clipping or excerpt published in a magazine or any book in the House. Apart from this, showing flags, insignia, posters, placards or religious pictures inside the House is prohibited.
Obligation to follow speaker’s instructions
Rule 349 of the Lok Sabha also says that members cannot talk loudly, laugh or do anything that might disrupt the proceedings in the House. Apart from this, when another member is speaking, interrupting him or interrupting his speech is considered a violation of the rules. The rules say that members have to follow the words and instructions of the Speaker of the Lok Sabha and cannot raise any issue without his permission.

Home Minister Amit Shah also said that things published in books and magazines cannot be kept in the House and the Leader of Opposition should follow the rules. Birla asked Rahul Gandhi several times to present his views on the President’s address. When Rahul Gandhi was adamant on placing some excerpts of this memoir on the table of the House, Birla said, “You are continuously disrespecting Asan…” Rahul Gandhi said that he is not challenging Asan, but wants to talk about India’s relationship with China. Due to continued deadlock in the House, Birla adjourned the Lok Sabha meeting first till 3 o’clock and then till 4 o’clock.
