Bhopal : Chief Minister Dr. Mohan Yadav has said that census is the biggest and important data process of the country. On the basis of census, government plans are made, distribution of resources is decided and a strategy is prepared to deliver development to the last person of the society. Today India is the most populous nation in the world. This census is not only of national but also of global importance. The work of census is not limited to just administrative process but it is the most comprehensive and decisive campaign to decide the future direction of India. Chief Minister Dr. Yadav was addressing the state level training conference organized for the first phase of Census-2027.
Chief Minister Dr. Yadav inaugurated the conference by lighting the lamp in Kushabhau Thackeray Auditorium. A short film focusing on the process of Census-2027 was also screened in the state level training conference. Chief Secretary Anurag Jain, Registrar General and Census Commissioner Mrityunjay Kumar Narayan, Additional Chief Secretary (Chief Minister’s Office) Neeraj Mandloi, Additional Chief Secretary Home Shivshekhar Shukla were present in the state level training session. All the Divisional Commissioners, Collectors, Municipal Corporation Commissioners and other administrative officers of the state participated in the conference.
Chief Minister Dr. Yadav has said that Prime Minister Narendra Modi has taken a historic decision to conduct digital census. The last social level census was conducted in the country in the year 1931. He also expressed the need to make arrangements to assess the situation of villages, hamlets as well as Bechirag villages in the process of census. Chief Minister Dr. Yadav said that plans for roads, hospitals, schools and other works in the state are made only on the basis of census data. Census is not just a process of counting numbers, it is a test of the state’s sensitivity, credibility of administration, commitment and transparency of governance. The challenges of different areas of the state are different. Census responsibilities should be discharged in a timely manner by adopting special strategies in sensitive areas. The center of success of this entire process is the field administrative officers. Chief Minister Dr. Yadav called upon the Collectors and Commissioners to provide strategic leadership to the census work and fulfill all the objectives of the census within the time limit.
Chief Minister Dr. Yadav told all the Commissioners-Collectors of the state present in the conference that the budget session of Madhya Pradesh Assembly will start from 16th February and will continue till 6th March. In view of the upcoming festivals like Mahashivratri and Holi, he directed to hold a meeting with the peace committees and ensure other necessary arrangements. Chief Minister Dr. Yadav said that special care should be taken of public sentiments in maintaining law and order. From the health point of view of the citizens, special arrangements should be made to check adulterated sweets, adulterated colors and other food items. Social harmony should be ensured during the festival of Holi. Issues regarding compensation in construction of water structures in the state should be resolved with sensitivity. He said that along with development, we also have to take care of public sentiments.
Chief Minister Dr. Yadav congratulated all the officers for better implementation of Bhavantar Yojana. He said that better arrangements should be made for the implementation of Vikas Bharat Ji-Ramji Yojana. The state government has declared the year 2026 as the Farmer Welfare Year. Proper arrangements should be made for all the schemes and works related to farmers. Among summer crops, the state government is planning to encourage the production of urad and groundnut. Farmers are also benefiting from maize crops. There should be healthy competition among different districts in reducing the incidents of burning of Narvai to zero. Work should be done to increase pulses and oilseeds production in the state. Chief Minister Dr. Yadav also gave instructions to ensure achieving the revenue collection targets under minerals, registration and excise.
Chief Secretary Anurag Jain said that elections and census are considered the most difficult tasks of the administrative system. Census is conducted every 10 years in the country. Census is the best opportunity for administrative officers to prove their management skills and enrich their experiences. This time, with better use of technology, census data will come quickly as a result of digital system. Madhya Pradesh is a state rich in diversity. There are about 1 lakh 27 thousand Majre-Tolas here. If a column for Majre Tolas is kept in the house census sheet, it will help the state government in making future plans. Important information will be available from GIS system. If the data is fed correctly then the results of the census will be better. It is also the responsibility of the citizens to provide their correct information to the field officers. He laid special emphasis on paying special attention to the arrangements for training, conducting all the activities within the time limit and increasing awareness regarding census among the general public.
Commissioner Census Mrityunjay Kumar Narayan said that he expressed happiness over giving high priority to the census work in Madhya Pradesh. He said that census is not just a collection of data, but a constitutional obligation and a strong pillar of the nation’s progress. The fact that assembly and Lok Sabha constituencies are determined on the basis of population shows that census is at the center of our democratic system. These data are widely used in policy formulation and implementation of schemes. Many schemes were started on the basis of census data only. Census is a mirror of the development of the country. For the first time in the country, census will be conducted through digital medium, for this an online platform has been prepared. The option of self-counting is also being provided in the census. Citizens can enter information from mobile, laptop and desktop-top. This time there will also be a caste census. He expressed his gratitude to the state government for the cooperation being provided for the census work in the state. Director Census Works Kartikeya Goyal said that the work of preparing the list of houses in the first phase under Census 2027 will be done in Madhya Pradesh between 1st and 30th of May.
Census will be held in two phases
The Census of India is the largest administrative task in the world. It is the only source of providing demographic and economic data at the village and ward level in India. The upcoming Census 2027, like the previous censuses, will be conducted in 2 phases this time too, for which a notification has been issued in the Gazette on 16 June 2025 by the Government of India using the powers conferred by Section 3 of the Census Act, 1948. In this sequence, the work of the first phase of Census 2027 in the state of Madhya Pradesh will be completed from May 1 to May 30, 2027, the notification of which has been issued by the Madhya Pradesh Government in the Gazette.
House listing work will be done in the first phase. In this, details of the condition of houses, facilities and assets will be collected by enumerators by going door-to-door. In the second phase, the work of population census will be done in February, 2027. During population census every person will be counted. Besides, information will be collected on various other points regarding individuals like age, gender, marital status, religion, disability, mother tongue, literacy, educational qualification, economic activity, migration, fertility details etc.
