Bhopal : Chief Minister Dr. Mohan Yadav, remembering the Father of the Nation Mahatma Gandhi, said that in the true sense, the soul of India resides in the villages. If you want to develop the country then develop the villages, the country will automatically progress. For this purpose, the state government has resolved to establish industries in rural areas along with urban areas. He said that our villages are the foundation of self-reliant India. The state government is working in all areas through the Panchayati Raj system. To provide impetus to the prosperity of the farmers of the state and rural development, the state government has declared the year 2026 as the Agricultural Welfare Year. It includes 16 different departments. In the Krishi Kalyan year, Panchayat beneficiaries will get the benefits of the schemes of all the departments including food processing, animal husbandry, fisheries and small-cottage industries. The role of Panchayat Secretaries is very important in rural development. Chief Minister Dr. Yadav was addressing the state level Panchayat Secretaries Conference organized at BHEL Dussehra ground on Friday.
When Chief Minister Dr. Yadav reached the conference, he was welcomed with thunderous sounds and slogans. Chief Minister Dr. Yadav was welcomed by the representatives of the Panchayat Secretary Federation by presenting him a big garland and a bunch of flowers. Chief Minister Dr. Yadav paid floral tributes to the portrait of Bharat Mata.
Chief Minister Dr. Yadav said that in our Panchayati Raj system, Panchayat Secretary is the pivot of public welfare schemes and development works. They implement government policy decisions and schemes and bring them to fruition. The State Government, with the cooperation of Panchayat, Panchayat Secretary and Panch Parmeshwar, is moving ahead on the scale of development along with public welfare. If we imagine Ramraj, then the Panchayat Secretary, in a way, works in the role of Hanuman ji in Panchayati Raj. Be it the Prime Minister’s residence or the benefit of financial assistance, all public welfare works are completed by the Panchayat Secretary. He works with full responsibility as a member of the rural families. In such a situation, it is the duty of the government to worry about the Panchayat Secretaries. Along with formation of cadre for Panchayat Secretaries at the district level, they are being equipped with all kinds of technical resources for building Digital India.
Chief Minister Dr. Yadav said that the state government has left no stone unturned in giving respect, resources and modernity to the Panchayat. The work of construction of equipped offices and community buildings for the Panchayat, Atal Bhawan, is going on at a fast pace. An effort has been made to change not only the skills but also the culture of the administrative system through training of Panchayat representatives and employees. The state government has increased the honorarium and vehicle allowances of Panchayat representatives. Along with this, Sarpanches have been given the authority to do work up to Rs 25 lakh.
Important announcements for Panchayat Secretaries
Chief Minister Dr. Yadav said that the age limit for service of Panchayat Secretaries has been fixed at 62 years. Orders for 7th pay scale have been issued for them. Panchayat Secretaries will also be given the benefit of special allowance. In case of death of the Panchayat Secretary during his service, the contingency assistance amount of Rs 1.5 lakh given to the family will not be withdrawn after compassionate appointment. He said that the pay scale and other service conditions of Panchayat Secretaries will be considered by forming a committee.

Panchayat and Rural Development Minister Prahlad Patel said that the Panchayat Secretary is the pivot of every process from Gram Sabha to the implementation of development works. Their responsibility is not just a job but a sacred opportunity of public service. A start has been made to bring Panchayat Secretaries under the ambit of Ayushman Card Scheme. Allowance of Rs 1300 given to Panchayat Secretaries will also be started.

General Secretary of Bharatiya Mazdoor Sangh Kuldeep Singh said that under the leadership of Chief Minister Dr. Yadav, the state government is taking important decisions in the interest of workers and laborers. A large number of Panchayat secretaries and representatives including Bharatiya Mazdoor Sangh’s regional organization minister Sunil Kidwai, former state president of the secretaries organization Balmukand Patidar, Satyanarayan Yadav, Arvind Solanki, Shivraj Singh Raghuvanshi were present in the state level panchayat secretaries general conference of the Bharatiya Mazdoor Sangh.
